I do not have any of the new things that have been added to Adrenalin even with relive not added just the same things before the update even thoe its 18.2.1

I have reinstalled different verions of relive do not work
Relive is not supported on laptops.
Why and what about the other stuff on adrilleon its only supported for pc
i have very slow laptop and I want to have a good experience on playing my games

You will never get good fps as you say in new demanding games with that laptop.
You should knew that. Check
the specs and then check what games demand.
You have no one to blame but your self.
With that said it sucks that good hardware is expensive
I do not anything about my laptop and how do I get more fps on games without buying an new pc because this laptop was given to me by a company because I have a disibilty.
dude - simply lower your settings
play your games in 1366x768 or 1280x720 in low or medium settings - NO AA, AF, only VSync if needed
btw i have a A10 5757m with HD8750M 2G - and needed to reduce settings sometimes to 640x460 to play games like Dying Light etc
so you wont be able to play most modern games - but for games like Left 4 Dead 2 its good - and it also rocks games like Diablo 3 etc
i have done that no diffence in some games like gmod I get only 10 fps on that and there’s no way to increase it
You might gain some game performance improvement by trimming the fat off win10.
There are many settings/apps that can be turned off/disabled/uninstalled/modified, that may help.
There are many Tutorials on 'tenforums.com' (Tutorial Index) that you might want to read through.
Or post a query there, someone may give you a starter list for optimizations.

1. Does your laptop have an expresscard slot or accessible wireless card slot?

I run one of the above over wireless card slot on an HP Envy 15 Gen 1. I have tested it with Desktop R9 280x and R9 Nano.
The laptop has AMD discrete HD5850 GPU which means I am stuck on last AMD Catalyst Driver with AMD Crimson Legacy Driver "AMD Settings" interface.
If your laptop has any Non GCN cards then you would be in same situation.
2. If (1) above is not of interest then as long as you have a good internet connection you could try LiquidSky - Effortless Computing and Streaming at the Edge
