How do I download and install the non-DCH AMD RX 6600 XT Drivers on Windows 10? No matter what i try I end up with the DCH version.

Why are you looking for Non-DCH drivers (legacy Drivers)?

These drivers use a driver install package that require Windows 10 build 1803 or later for compatibility. NewTek systems use Windows 10 LTSB (Long Term Service Branch) which running on a build of Windows before this version. The LTSB version of Windows does not support ‘DCH’ packaged drivers, a standard driver installer is needed. The functionally of the driver itself isn’t different between the DCH and standard version, just the method of installation.

The acronym DCH refers to the design principles i.e. Declarative, Componentized and Hardware Support App. These drivers run on Universal Windows Platform(UWP) based editions of Windows 10, where as Standard ones can only run on Desktop edition of Windows 10.
Requirements for DCH driver installation:
So most likely you guys won't find a recent AMD driver that is Standard (legacy). Plus if you do find a Standard AMD driver it probably will be out-dated and not practical for today's latest games.
