I recently built a new PC and as the title says, I have been having a problem where I get low GPU performance after my computer restarts unless I reinstall AMD chip set drivers and then restart. Once the drivers are reinstalled and the PC is restarted, the performance returns until either the computer goes to sleep or is shut down/restarted. Both GPU and CPU thermals are normal and both are able to reach max clock speeds even without reinstalling the chip set drivers. I have no overclock, power limits, or tuning profiles installed. I have tried doing a complete fresh install of windows and all drivers, as well as flashing new BIOS and resetting CMOS
The chipset drivers are:
AMD GPIO Driver, AMD GPIO Driver (for Promontory)
AMD PSP Driver, AMD SMBus Driver
AMD PPM Provisioning File Driver, AMD 3D V-Cache Performance Optimizer Driver

7800X3D (chipset driver 6.01.25.342)
4080 Super (Driver ver 551.61)
Asrock B650E PG-ITX WIFI
32GB DDR5-6000
2 TB SSD running windows 11
750w PSU
