Instant Replay Terrible Quality

Specs (If im missing any please let me know): 

CPU: AMD Ryzen 5 3600 6-Core Processor

GPU: 5600 XT

RAM: 32gb 3600 Mhz (auto runs at 2133)

SSD: M.2 NVMe 256gb

5 Fans

Motherboard: B450 Tomahawk MAX

Power Supply: EVGA 600 BQ

Monitors: Spectre 165mhz (running at 144) - AOC 144mhz (have always ran at the frequencies)

 

( going on 3 years natural wear and tear on parts)

 

I have been using IR(instant replay) for years now and have been able to record 1080p 60 fps, without a single hiccup or issue(on demanding games as well such as Cyberpunk 2077, Dying Light 2, Valorant, CoD, Battlefield). recently within the last two months or so, my videos have been coming out HORRIBLE. When I check the details of my recordings they are all running solid frames (30-50fps) and bit rate ranging from (7k - 25k). 

 

Things I've tried to fix it:

-Restart PC

-reset settings to default

-turn off all things that would automatically adjust fps

-lowered in-game settings

-reset RAM frequency

 

When I put the Recording Resolution on anything above 720p - 30 fps, the clips get thrown into a blender. I understand this can be a hardware issue, but if I was originally recording fine for so long, why now does my hardware matter?(if this is the case)

If it is hardware, what component/part would I need to upgrade to fix this, or would a capture card work just fine (Elgato etc..).
