I have started using the 7900 XTX since yesterday (XFX Merc Black) and today I wanted to tinker with overclock/undervolt in the AMD Adrenaline software.
Since I am using two monitors, my vram clock is pegged at 2487 MHz with high idle power draw. I wanted to change the vram clock value as well as increase/modify all other values that can be modified in the Performance section of the Adrenaline software. Upon modifying the value, the problem arises when you want to Apply those changes. Every time you click on Apply Settings, the values restore themselves back to default, like the values (sliders) have not been touched.
When making a separate profile (from Global Tuning), for example the game Warhammer Darktide, I am able to 'save' the values I modified, yet no changes can be seen on the GPU readout itself using the metrics overlay from Adrenaline and HWInfo.
Have come from RTX 2060. Have done step by step driver uninstalls using DDU in Safemode in the process of installing the 7900 XTX --> as well as preventing Windows from installing itself drivers and rather on first boot up manually installing the driver in offline mode.
Using 5900x, ROG Strix B550-E Gaming (Bios 2803), Gskill 32GB 3600MHz-Cl16, Windows 10 on Samsung 980 Pro.

I found the solution to my problem.
I found two other users who voiced the same problem having the XFX variant of the card (one user had the 7900 XT while the other had the same as mine, 7900 XTX).
To be able to overclock and/or undervolt the values in AMD Adrenaline, you need to be in the second VBIOS of the GPU. When you switch to the 2nd VBIOS, all of the changes in the sliders can be saved and applied.

First of all. Thank you for posting.
I'm having the exact same issue. I can't change anything in adrenalin software with my XTX Merc. I switch to the second bios (or I think I did) and I still have this issue.
I need to limit the power of the card and I'm not able to do it neither with Afterburner nor adrenalin. Both programs when I change a value and click on apply it restores it self back to default.
Is there any way to verify that I'm on the second bios? and,
Could you please let me know if I need to do anything else apart from manually moving the switch in the card?
If you have any other suggestion that might help I will appreciate it.

I shut down my computer before I moved the switch to the right. Afterwards I loaded up a game, saw that the power draw excedeed 400w and knew it was by that on the 'Maximum Power' bios. On this bios I have had no issues modifying and applying the values in Adrenaline.
I have not tried any other software beside it, since we are on the first public driver.
I managed to change the values with the MoreClockTool from igorslab. I have the XT Merc form XFX.

Today for whatever reason it is working. Maybe the graphic card needed time to load the new bios or idk... no idea what could change or happened. I did not change anything else. Only switch to the second Bios as you suggested and it wasn't working yesterday night when I did it but today it is. Now I can reduce power consumption and apply changes! Big thanks to you!

Also if your VRAM is running at full speed all the time, the solution with 5700X is to lower monitor refreshrate. I had to lower it from 165Hz to 155Hz. If you have 144Hz try 120Hz aso. Weird thing as it is not constantly same for different people.
