If you have downloaded the full drivers not the ones labeled minimal setup, Radeon Settings installs with those driver. You should get an icon after install, reboot and you should get a red Radeon logo icon in your notification area. If that is missing right click on the desktop and choose Radeon Settings. If it really isn't installing or refusing to launch then a Clean Install of the drivers is in order and can be done from custom not express in the driver installer.
