In Dual Screen 1080 Resolution uses double the wattage of 1440

I want to use both my monitors at 1920x1080 so I can use 10 bit YCbCr 444 on my main HDR screen. However when I use both screens at 1080 the wattage is ~70 and that increases the GPUs heat enough to trigger the fan out of Zero RPM mode. But when my main monitor is at 1440 (8bit with dithering RGB) and 2nd monitor is at 1080 the wattage is only 36. This happens regardless of the main monitor's color depth or pixel format it seems to be tied to the 1080 resolution at 120hz. Seems to me to be a bug because it's using double the GPU power than being at 1440, 120hz.

 

I am using drivers 24.12.1 on a 7900 xt and have noticed this issue for 6+ months on previous drivers as well

Ok, so I might have found a solution and it makes me even more sus of a bug that is causing high GPU wattage with dual screens set at 1080.

I turned ultimate freesync on the main samsung screen and now the idle wattage for dual 1080 screens is 12.2 W.  That's the lowest wattage of any configuration tested yet including single 1080 monitor on.
