Green blinking
Since I update my rx460 to 18.10.1 the screen freezes me at times and gives green screenshots. Could it be the driver's subject? Or because is the graphic card bad?
Sorry for my english. Im Argentinian

If the update changed things then go back to old driver version.
USE DDU (google display driver uninstaller) to remove drivers in safe mode.
Install old driver. 17.12.2 is really safe. I'm using 18.3.4 on my rx580.

The fans stop spinning when the card isn't hot. It's normal.
