I have had this issue for roughly 4 months and have tried rolling back my drivers, optimizing my software, visually inspecting parts of my pc, and just about everything else I can think of. One fix that made the aspects lessen in frequency was this: After updating to NVIDIA Game Ready Driver 461.09 or newer, some desktop apps may flicker or stutter.... However, after each AMD Driver release, it seems like it gets worse. What's completely bizarre is that when I turn on the Performance Overlay to track my fps, the problem completely disappears. I discovered that when trying to record this issue, the green dots/black lines seem to completely disappear, and my performance increases.
My specs are :
AMD Powercolor 6900XT
Ryzen 5 3600x
Viper 4200mhz 16 GB Ram
B450 Tomahawk MSI
Corsair 1000e Watt Power Supply
However, more recently, the overlay hasn't worked, and I continue to have the weird black lines/green dots when gaming or even in Microsoft Edge.
