As stated , this game still keeps GPU clocks pegged high after the game is quit.

Please fix this one aswell.

Do you have the latest Fallout Patch from March 2019 installed?.

If you do, I would suggest to open a Bethseda Support ticket besides AMD Service Request ticket - Online Service Request | AMD 

Does this occur with a previous AMD driver installed? If it does, it probably indicates the problem is with the game and not with the graphics driver.
