case 1: exclusive fullscreen works as expected with disabled VSR
1. make sure VSR (Virtual Super Resolution) is disabled
2. set windows screen res to native
2. start cyberpunk 2077 and set game screen res to native
case 2: exclusive fullscreen doesn't work with enabled VSR
1. enable VSR
2. make sure windows screen res is at native res
3. start cyberpunk 2077 and set game screen res to 1200p (or any other that comes from VSR)
case 3: exclusive fullscreen works with enabled VSR (but screen res in windows must be the same as in the game)

So my problem is that exclusive fullscreen doesn't work if i leave windows screen res at native value (VSR is not active in windows) and set game to virtual screen res (VSR is active in game).
in short:
use windows and game at native screen res - good, exclusive fullscreen works
use virtual resolution only in game - bad, exclusive fullscreen doesn't work
use same virtual resolution in game and windows - good, exclusive fullscreen works
Tested on win 10 1809 and win 11 22h2, used "RivaTuner Statistics Server" with this settings to show tear lines on the screen
