Error 205 is preventing me from installing the driver

Every single time I try a solution, I get this extremely unhelpful error code telling me that the Windows Update service is rolling back my driver. Here's the funny part - *it does this even when its services are completely disabled.* 

I have tried multiple solutions and, barring AMD caring enough to actually reply and lend some professional help to look into what's wrong, I need to turn to crowd-sourced solutions.

I have tried the solution on the error page. It still doesn't install. I'm still stuck with F-tier Windows Basic Display Adapter. 
I have looked around and found nothing that solves this, sort of throwing all my apps, data, settings out the window to do a fresh install. The problem is, I only own Windows 7, and I don't even know if there's still any options left to upgrade increase from 7 to 10.

I'm at my wits end here. I just want to be able to use my Radeon RX560 card to play some games! (go ahead make fun of me it's all I could afford.) I don't give a dang about the software, but it refuses to install! Help!

Knowing your complete PC specs would be helpful in trying to troubleshoot

Things to do/check as well

Install latest chipset drivers from either AMD.com or Intel.com ..whatever you are running

Make sure your motherboard's BIOS is up to date 

You can use your Windows 7 key to install Windows 10/11 .. just make sure to install the right version .. ie .. Home or Pro ..etc .. whatever type of Windows 7 key you have. Doing a clean install of Windows 10 would be your best bet IF you don't have a Windows 11 compatible setup ..otherwise go for Windows 11

I can't see any chipset specific drivers, I'm going with the ones for my graphics card idk if chipset specific is any different from getting drivers for my specific graphics card...

Windows 10 Pro, upgraded from Windows 7, x64
Intel Core i5-3470 @ 3.20 GHz
16 GB RAM, don't know what kind/brand (2x8GB iirc)
AMD Radeon RX560

I've tried ticking the device installation settings. 
I've tried using Display Driver Uninstaller to remove everything while in safe mode. Unplugged from the internet.
I've tried an accepted solution in another thread which included a registry modifier to prevent windows update downloading anything.
I still come back to 205 error rollback, regardless of which version of the Radeon RX560 adrenaline package installer I download. 

Interesting to note, the oldest one (22.4.1 from April 5 2022) originally gave an error 1603 before attempting the DDU. I do not know what significance this holds, because now after trying DDU again in safemode again without internet, I still wind up with error 205 and Windows Basic Graphics Display.

I don't know if I have a cursed PC or not (I've had issues trying to update the graphic driver in the past; I can't remember what happened recently that it's just... gone w/o a backup)
