Does it run with just one 295X2 in the motherboard?

Thanks for the specs. If one 295X2 is OK then the problem is probably the motherboard/bios/memory, not the drivers. I don't do mining but I use 10x 295X2 running in 3 computers for computation. One MB runs 4x 295x2 for 8 GPUs no problem.
One reason that 6 or 7 GPUs can fail is because the BIOS's Above 4G setting is off. Each GPU uses a lot of IO mapped memory space (this is space, not real memory). The MB tries to put all that mapped memory below the 4GB address but can't with too many GPUs i.e., 3X 295X2. Then it fails. When I turn on my MBs Above 4G setting then no problem.
You can see all the motherboards IO mapping by typing sudo cat /proc/iomem in the Ubuntu terminal window.
