The last & final drivers were from 2015/16, there will never be any newer drivers released.
doesn't D4 require DirectX 12 while HD6990 features DirectX 11.2 (11_0) ? maybe this matters?
The Diablo IV minimum system requirements are a card that supports DirectX12.

A Radeon R9 280 is given as the minimum AMD card supported, there are other AMD cards in the Volcanic Islands family that support DirectX12 but probably don't meet minimum performance requirements, such as the R7 260.
