Hello, i had the same problem just now. Had it for a year or two actually. It seems like it occurs when you install newer versions of drivers on unsupported hardware (which AMD pushes on you happily in the app without any checks).
What can be done Use "Driver only" in the installer (you can also install chipset drivers) and then install Radeon Settings lite from Microsoft Store to get back that GUI interface where you stretch displays etc. That error wont bother you any longer. ( i dont currently see it in Event log either)
An idea just in case if dont have microsoft store... i pulled my Radeon Settings lite (CNext app) from my laptops lenovo drivers page. Try unpacking them and install CNext separately. Kinda easier to get it from windows store.
Example i have ryzen 3 2200u (vega something) + radeon 535. 535 has 2022 drivers and for 2200u last version that didnt have that error was like 23.8.2 or something. After updating the same thing happens. First thing after boot that error pops up 2-3 times. It doesnt really affect anything in my case and radeon app still works afterwards... it just annoys you cause you gotta click "okay" couple of times each boot. No idea why this "lite" app was sort of hidden. Nowhere to be found on the drivers page. While i was checking other versions i found out they stripped functions for my laptop too. Not cool.

Edit: doing "clinfo -l" still displays that same error though so i guess calls to OpenCL cause it.
It wont cause it on boot though so i'll stick to my way.
