can not open adrenalin with game open

I'm trying to open the adrenalin software while I have a game open but it will not come up with ALT-R or ALT-Z. Once I alt tab out ALT-R works. I have reinstalled the drivers and still can't get it to work with any game open. if anyone has any idea on a fix please lmk.

You sure you enabled Settings > Preferences > In-Game Overlay?

If yes make sure there isn't another program that runs in background that using the same shortcut, it may cause some overlapping.
