The rectangles on the right side of the monitor and are about 2 1/2 inches by 1 1/2 on a 24 inch monitor. They flash and go away, seems to happen when talking to characters more than in gameplay.

For me, Vulkan straight up crashes after startup on 6900XT.
same for me on RX 7600, Vulkan black screens, whether in fullscreen or Windows, DX11 gives me Error Device Removed DX error so driver is crashing I guess?
Drivers 23.7.2 - I have read a suggestion that rolling back to 23.5.2 might help so off to try that.
edit: that's me forgetting that 23.5.2 doesn't work with RX7600s.
I have the same problem on the Rx6700xt, the game is only working through Dx11
Can you provide a screenshot or video showing the issue and some steps to follow to reproduce the issue?
You may want to try using the DX11 mode as according to benchmark data posted by techpowerup, DX11 runs a bit faster in terms of FPS than Vulkan mode.
One of their two hotfixes seemed to have fixed the vulkan issue I was experiencing.
Maybe something to do with this change?
I've also found that dx11 has less frequent and severe stutters so I'll be switching between the two as time goes on and I'll be sure to record any bugs that I find that could be related to driver issues. I doubt there will be anything of note now though.

It is just the first two conversations and the squares aren't nearly as pronounced as they had been. Might just be a Larian issue.
I had just restarted my computer and launched BG3 through steam in Vulkan. No browser or other demanding program running.
Other programs that were running... uhmm HWiNFO64, task manager AMD's recording software (which I used to get the video), steam, EA's virus like thing they make you have to launch their games, MSI afterburner/Riva.. Of course other background things but the list would be long.
