I just got a 9070 XT and using driver 25.3.1. I've used AMD GPUs before like the 5700 XT in the past and the AVC Encoding used CBR which maintains high quality but upon trying it on the 9070 XT I noticed it now uses VBR which results in bad quality. There seems to be a new toggle "Enhanced Filtering" which I tried as well but still the same issue. Can you guys confirm this? I've sent a report via the bug tool.
Using HEVC seems to fix this issue as it seems like it uses CBR. But would really appreciate it if AVC/H264 can get back that feature.
