So I tryed it again, they didn't fixed the issue that causes my pc to get a blue screen.
The reason behind the blue screen could be from rams, HHD or SSD or some drivers.
Well that isn't the case,Any other old version of AMD driver works but this in particular seems to give me blue screen.
The BIG Question: Should I buy Nvidia and intel only or should I burn all my pc parts that are from AMD?

yessir, I have the same **bleep**ing problem you have! My question is, what is your hardware specifically? Your cpu/motherboard/gpu? - yeah I had to deal with 8 hours of this crap, 3 windows re-installs because of this **bleep** driver. 3 months of lost music because of this driver. Old driver works. the 22.11.2 driver works flawlessly. No issues. Going to 23.4.1 causes crazy **bleep** to happen, hell when you go to initially download it, when you go to click on it, it says all kinds of crazy **bleep** like "this driver is unsigned by microsoft are you sure you want to run it" and if you cancel that and go straight to AMD's website to download it instead of through Adrenalin software, you go to click it, it says the same **bleep** initially. Then when you go to install and bypass those errors, it comes up with some wonky ass errors that say atiu9p64.dll is either not designed to run on windows or it contains an error, despite downloading the windows version, running it as administrator, etc. Did sfc scannow on my drive, did scandisk, did all kinds of **bleep** to make sure its not on my end. Reinstalled windows 3 times to try to get it to work. Turned off the "let windows automatically update manufacturer drivers" stuff, still no fix to it. When those drivers are installed (23.4.1) - the login screen on windows is almost always completely black but with just the mouse cursor. It seems to hang quite a long time, almost to the point of making you think its completely locked up. Sometimes it does. other times, after about 4237980742389 years (even on an m.2 drive for god's sake), the login screen finally shows up. When you go to login though, it finally loads up windows. Then when you go to your toolbar/taskbar whatever its called at the bottom, the icons at the bottom of the screen become a hodgepodge mess of **bleep** for some reason and flip out. Then if you go to click on the AMD Adrenalin icon it says "windows may have automatically installed drivers that make this install incompatible blah blah blah" but I know for a fact that's bull because I turned that off. Anyway, after 8 hours of working on this, and 3 months of my music lost, I finally downgraded to 22.11.2 drivers after having spent all day trying to figure out what was wrong with my computer, and the 22.11.2 drivers work perfectly.
I dunno why AMD wanted to destroy our computers for, I guess its just a big funny haha. Here's some drivers you guys! Enjoy spending 8 hours reinstalling windows, all your drivers, all your plugins, all your games, all your stuff! Yay 23.4.1!
I have an old i7 4790 with 16 of rams 1600 HZ , one SSD of 500 GB , 1 T of HDD and a rx 480 of 8gb 250 Bit gpu. I know my specs aren't that great but it's still kicking in , I play high level games with no issue but when I installed or at least I tryed to install the amd driver I get a massive blue screen of death. From my experiece so far includes ( rams , SSD or HDD, windows def, windows ) problems.
Either way the new driver messes with my pc or some part of it and I rly don't wich one.
I now have the 23.3.2 version of the driver and it runs ok but unfortunately it messing with some of my games because I don't have the lates driver. That happens when you don't do the update.
well, if you want to just play without get too many issue, change to NVIDIA and burn that AMD.
I actively play Dota 2 and my monitor 144Hz, if I set the game to 144Hz, it will randomly freeze and need hard reset (cant do alt+tab). So, now only can lower it to 120Hz.
Yours is RX 480, that old GPU. The newest or recently new still has quite issues, so what do you expect with older GPU. Mine is 6600XT, some day I will also get more issue when AMD moving forward to 8000 9000 10000 series. It is harder to support old generation, it is always like that.
