How do I solve this?
First you need to post all of your Computer Information - Make and Models and Windows & AMD Driver versions. Since all you gave was a DXDIAG entry and nothing else I am going by that information solely. So I might completely wrong until your post your PC information.
That file is part of your AMD Driver.
Run GPU-Z and upload an image. That will show if your AMD driver is install and working correctly. Seems like that file is part of OpenCL of the AMD Driver.
I would use DDU (Display Driver Uninstaller) with the internet disconnected and deleting the created AMD Installation folder at C:\AMD.
Once DDU boots back into Windows Desktop run the Full download AMD Driver package for your GPU card and see if that fixes your driver issues.

GPU-Z at the bottom is showing that it seems to be installed correctly since all the APIs are correctly check marked for a AMD GPU Card with the latest AMD Driver.
It also indicates you have Windows 10 with the April 28th AMD Driver installed.

It also shows you have a MSI RX570 -8GB GPU card. It also seems to show that you have two GPU cards in Crossfire. Is this correct?
What type of errors/BSOD are you getting when you have problems with the AMD driver?
Is Device Manager under "Display" showing any error and any errors in general?
Are you by any chance using MSI Afterburner Tool?
It is in crossfire configuration.
It seems every other time I update the drivers I start getting issues with crashing during a game when a wake it up from sleep mode. Some time the second card didn't start but I haven't had that after the latest update so far but I'd get a bug report show shortly after I start up my PC but it seems it's all running.

To rule out Crossfire as being the cause for all of your driver issues have you tried to run your PC with just one RX570 GPU card and see if the same issues occurs or not?
Crossfire is a legacy out dated feature in which now AMD us mGPU technology instead. Not all games are compatible with Crossfire configuration.
But someone else will need to help you since I am not that familiar with troubleshooting PC with Crossfire enabled.
