Since Windows Update Kb4493509 he crash when i use safe Browser Kaspersky after bluescreen Wattman is reseted after unkown issius.

I have a ticket on Kasperky open and i put a ticket her now.

My Wattman Profiel in use is Turbo

Thanks for all the information but what is the question exactly?

There have been reports of incompatibility/issues with certain AV programs following the latest rounds of Windows 'updates'. Not saying this pertains to your issue, but can't rule it out.

And my Vulcan performance in Dota2 is random heavy slow 30 fps  vulcan api i use^^

You may be able to roll back the update in question. If that helps then you know that was the issue. Typically MS will get fixed update out at a later date.
