Hi

 I'm aware of the fact that your game is not supposed to be running like that. I already went through the measures of making sure the game recognized my gpu, as well as forcing Vsync On with NVDIA Profile Inspector. My fans are loud but only when I boot up the game with the awful launcher. I thought maybe it's just AMD showing an incorrect fps amount, but I wanted a second opinion. Any help? Thanks. I can send my specs if that helps.

It has often been the case that AMDs frame rate counter is not always accurate... if you're that concerned, I'd suggest downloading something like msi afterburner for a 'second opinion' https://www.msi.com/Landing/afterburner/graphics-cards and compare that fps count
