If you are running Windows Home look up how to use Registry Editor to Block Windows from updating AMD display drivers.
If you are using Windows Pro look up a Group Policy Editor on how to do the same.
Once you have done this restart your PC then do a factory reset (clean install) of your AMD drivers and software this should get you back on track.
I've had the same issue and this is the only solution many of us have found that works.
If this doesn't work send us your PC hardware specs or if it's a bought off the shelf or prebuilt send brand and model number along with Operating system and current version.
This information will help get this issue resolved faster.
