In theory it should work you should be able to install WIndows 10 Drivers for Windows 11.

You can always try modded drivers: https://www.amernimezone.com/ your GPUI the R9 390 is GCN 2.0 architecture so be sure to use GCN compatible driver, and read how to install drivers if u dont know but its very simple.

The question i have why u need windows 11? and for what u will use ur PC? some graphics movie editing?

The R9 series graphics cards are legacy and no longer supported. The last driver version available is 22.6.1 from 2022 and that does not include Windows 11. If you want to continue to use this card you should stay on Windows 10 which goes end of Microsoft support October 2025.
