AMD Radeo RX 7800XT Stuttering Issues with AMD Adrenalin Edition 24.9.1

Hello,

I have my system from the end of last year (Ryzen 7800x3D + Sapphire Nitro+ AMD Radeon RX 7800XT).

Since I had the system in the beginning I had a sporadic strange issue - while in a game/GPU benchmark it would happen that every 5-10 seconds I would have a stutter of 0.25-0.5s that would stay consistent until I would add some monitoring graphs besides the application. So for example, if I had the issue in the current session in a game and I would enable the metrics overlay from AMD Adrenalin or the Sapphire GPU app => the stuttering would magically disappear and it would not appear until I would close the computer. Based on this, I thought that this is some software issue (since with that fix it would work for hours without any issue) and managed with it.

However, since I updated the latest AMD Adrenalin Edition 24.9.1 the issue is permanently present and I have found no way of fixing it. It's no longer rare - it would happen every 3 seconds or lower, the stuttering amount it's even more variable than before 0.25-1s and there is no way to stop it. I  tried yesterday from display adapters to rollback the driver and after I did that the GPU was stable again for a two hours session => it is clear the latest driver only worsened my issue.

I recorded at the following youtube link a short demonstration of the issue with the latest Adrenalin software: Stuttering Issue Youtube Video

From what I can observe, during the stuttering the GPU load, clock and power draw suddenly drop by a huge amount and they go back up again immediately. There is no temperature issue as the GPU is not hot at all and the fans' speed is pretty low. The first time I assembled the PC I thought about a hardware issue, but considering that with other drivers and with the metrics overlay turned on it would work without issues for hours => I can't believe it is hardware related. It would be broken all the time in my opinion.

Thanks in advance for any help!
