So I've been having a problem with my graphics card for about 2 weeks now. I've tried uninstalling all drivers using amdutilitytool and DDU and then installing them. It didn't help. I can't get steady framerate in games I play. This is a picture of my histogram. The small spikes are GPU: 300 mhz
Memory 300mhz and the big ones are GPU: 1030 Memory: 1000mhz

Your laptop has an integrated intel graphics card too right ?
Yeah right Intel(R) HD Graphics 520. I'm so sorry for the late answer I haven't had much time to do so
First install the latest driver of intel HD Graphics 520 -> Download Intel® Graphics Driver for Windows* [15.65]
and then install the latest AMD driver 18.3.4 -> Mobile
0% activity is right when you are on desktop, only on gaming AMD graphics card will work
So, I've installed the drivers you linked. I had to download the intel drivers from the manufacturer site but the performance is still not what it used to be.
There's a picture of the histogram when playing.
