Solution: 

I downloaded the Microsoft Program Install and Uninstall Diagnostic tool (soon to be deprecated). I chose the option with trouble installing and removed all listed AMD lines. Unfortunately, I had to restart that tool to remove each AMD program or line. Windows Defender was disabled before re-installing the AMD_Chipset_Drivers again. The re-install was successful. I hope this will help someone.
