I found a fix for issue with crackling and speeding up video and sound. Anyway it was problem with drivers. AMD 3020e comes with integrated Radeon Vega 3 Graphics. So if you want to install drivers , do not use radeon software, becouse it uses some other random drivers since theres no option for this particular processor.
Go to device menager , update driver , browse drivers from computer and choose AMD Radeon (TM) Vega 3 graphics, otherwise , if using radeon software it will install some random drivers and when you open device menager or task menager , under will say AMD Radeon(TM) Graphics. That means that the program dont know which exactly graphics you use , and install random ones. Once I switched to original Vega 3 graphics drivers , my crackling went gone and pc runs way better aswell.
