That is a special unreleased AMD APU that uses a BGA socket (Soldered) on the motherboad according to this Tech site: https://wccftech.com/amd-a9-9820-8-core-apu-radeon-r7-350-igpu-on-sale-for-125-us-almost-xbox-one-pe...
This unreleased AMD APU is considered similar to an EMBEDDED Processor according to this 1 year old Tech site: https://www.techquila.co.in/amd-cpu-specs-leaked/
The RX-8125 and RX-8120 are octa-core processors with 8 logical processors. The RX-8120 comes with a 1,700MHz (Base) and 1,796MHz (Boost) while the RX-8125 comes with 2,300MHz (Base) and 2,395 (Boost). The A9-9820 has the same specs as the RX-8125 and will probably add on to 7th Gen A9 APUs for laptops. It will also feature Radeon RX 350 graphics.
Ali Express seems to be the first mention of this processor for sell: https://www.notebookcheck.net/Unreleased-AMD-A9-9820-APU-gets-listed-on-Aliexpress-8-Excavator-cores...
An Aliexpress seller recently listed for sale what appears to be a rare, unreleased, pre-Ryzen era AMD APU. The A9-9820 (as spotted by @momomo_us) features 8 Excavator cores and a GCN-based R7 350 GPU. If released, the APU would likely have been the top-tier offering in AMD's 2016 Bristol Ridge lineup.
Since the APU hasn't be released to the public it has no drivers to download from AMD Download page.
You can wait to see if AMD updates its Support download page and provide AMD Drivers for this APU or you will need to go to the OEM Motherboard's or Laptop Support site to download a driver for the new APU.
I suggest you open a AMD Service Request (Official AMD SUPPORT) and ask them if they will release this new APU to the public and support this new APU with drivers and when they will support the APU with drivers from here: https://www.amd.com/en/support/contact-email-form
