Allow VSR to work on "non-conventional" aspect ratios and refresh rates

Hi hello, currently Virtual Super Resolution only works on an arbitrary list of resolutions, but on resolutions such as 720x540, 800x600 or even 1024x768 (which is 4:3 1366x768) or even refresh rates that exceed or are inferior to 60hz, the option will be entirely abssent. This is also an issue for 21:9 and 32:9 panels, since the option is absent there too.

This is frustrating in comparison to how it works on Nvidia's drivers, which you can add virtual resolutions on a 2x, 1.5x basis to *any* resolution.

This has been an issue for years, ever since the option was introduced. Frankly, I'd prefer if AMD settled for a more than "good-enough" approach to its drivers.

I know this is an old post.. but this cannot be stressed enough. Please let VSR work like this. It's beyond annoying that on my 32:9 display this feature is completely non-operational. You helped Samsung market the new SuperUltrawide 57" G9 "8k" series 32:9 monitors... be nice if this feature would work on them.
