Adrenalin FPS not matching other readings (Sea of Thieves)

Trying to test out my first GPU (RX 6750 XT) to make sure everything is working okay and on the first game I try (Sea of Thieves) I notice the AMD Software FPS counter doesn't match the in-game counter.  For example, Adrenalin will report say 93fps while the game will report 65fps.  If I turn on vsync the game appears to change correctly to 60fps, while the Adrenalin count remains seemingly high.  Since I'm launching the game from the Xbox app I also checked the Xbox Game Bar and it agrees with the in-game counter.

Not sure if I should consider this an issue or maybe some games just don't play nicely with AMD Software?

Actually, in general, I'm now wondering if I can count on the Adrenalin FPS value being reliable.

Let me try to simplify this:  Has anybody else seen the AMD Software FPS reading differ significantly from what other software reports?

Yes.

I don't know what causes it but yes. I stopped using Adrenaline for the framerate readings and started using Rivatuner. It is packaged with MSI Afterburner but I just disable MSI Afterburner auto start and use Rivatuner. It also has a FPS Limiter you can set to make sure your FPS don't go out of control. I also use Steam FPS readings and they seem to be the same as Rivatuner.
