adrenalin forces gpu utilization to 100% at idle

When playing a FPS game I notice that when I'm at a login /game settings/ matchmaking phase page that my Radeon RX580 gpu is at 100% utilization and temp a72 deg C.  Why ?

Not sure about 'at a login', but some games menus have crazy gpu use with unlocked fps cap and/or vsync off.

Check on game forum to see what other users experience.
