I have changed the "global gaming experience" to the settings I want. they are saved and showing up in the global gaming experience area. Sounds simple. but when I launch my game, it sets it to the default settings.
it enables: Radeon Super Resolution, Radeon Anti Lag, and one other one that I cant remember.
i want all of these off like I have saved in the global settings. i have a RX7900xt. i do not need or want fsr or anti lag. i am not in a GPU limited situation.
Regardless the fact that it changes my preset settings is quite annoying. i shouldn't have to open the overlay to check the settings whenever I open a game. it should just use the settings I tell it to use.

There's a known issue with Adrenalin settings not applying to games.
Here's how to fix it:
Disable "Fast Startup" in Windows Power Options. Search for "power options" and disable it.
Make Adrenalin launch at startup. Search for "shell:startup" and add a shortcut for "RadeonSoftware.exe".
If these don't work, try running Adrenalin as administrator. Right-click the program and choose "Run as administrator".

This worked for me. I had to google how to do some of the things you posted but my settings stuck through both a restart and a shut down and startup. I’d buy you a drink if we lived in the same town. Like holy crap man. Thank you so much!!!
for anyone else who has this issue…
open control panel, click system, under power options click change what the power buttons do, click change settings that are currently unavailable, then unselect turn on fast startup, save and close control panel. Then hit start, all apps, click amd software: adrenaline edition, go to amd software: adrenaline edition and right click, select more, open file location. Copy the amd adrenaline edition shortcut. Then while inside the file location, hold windows and the r key to bring up the run box, type shell:startup then select ok. This opens another window. Paste the amd adrenaline edition shortcut into this new opened folder. Close everything, shut down your pc, start it up, and your AMD Adrenaline Edition settings will have saved.
