Hello,
There's a new issue with this latest driver when running RDR2 with Vulkan (the superior API for this game, cause DX12 stutters a lot). Here's a video of the issue posted by a fellow gamer: https://www.reddit.com/r/RDR2/comments/12097lf/why_does_my_water_look_like_this_pc
I have personally confirmed that downgrading to 23.3.1 resolves the problem, and so have other people in the comments: here, here, and here. I hope there are AMD employees here to raise the issue with the driver developers? If not, please direct me to where I should report this.

Good news: Blocky water and broken fire effect have both been fixed in Adrenalin 23.4.2 according to the release notes and my own tests.

The issue is still happening on 23.4.1.
I think that the problem arose due to the addition of new Vulkan extensions and it is possible that the problem is not entirely on AMD's side. (and I confirming the issue to)
AMD acknowledged the issue in the 23.4.1 release notes under "known issues":
Blocky water corruption in Red Dead Redemption 2™ may occur using Vulkan® API.
Also I found another issue in this game with 23.3.2+ drivers and Vulkan. Video here
You can see that the fire effect is not rendered correctly. This is very likely related and caused by the same thing as the blocky water.
