Adrenalin 2020 - voltage spikes and high power consumption after monitor or pc goes sleep

Hi all, with 19.12.2/3 Adrenalin 2020 drivers, when i let my monitors or pc go to sleep and wake up, my gpu voltage spikes from 0.725 volt to 1.193 (or whatever max value is) on desktop/light 2d work. And it keeps spiking no matter what until i restart the pc. Normal behaviour is 0.725-0.750 volt on desktop/light 2d work. This bug also causes coil whine & higher power consumption than usual during gaming. I also tested it with only one monitor and it still does the same thing but less frequent. It doesn't happen on 19.12.1 drivers, that's why i rolled back to it until the bug is fixed.

System Configuration:

Motherboard: MSI B450 GAMING PRO CARBON AC
CPU: Ryzen 5 2600@stock
Ram: 16GB DDR4 @ 2933 (stock)
GPU: POWERCOLOR RX 5700 XT RED DEVIL - default stock values
VBIOS: 111 - default
Driver: Adrenalin 2020 (19.12.2/3)
OS: Windows 10 x64 (1909)
Monitors: Dual monitors (main one is 144hz @ 1080p, 2nd one is 75hz @ 1080p)
PSU: Corsair tx750m - 750 watt 80+ gold power supply

Steps to Reproduce:

  1. Observe default gpu voltages on desktop or light 2d work (like browsing, watching youtube, playing with radeon software and etc) with any monitoring tool like gpu-z, hwinfo64 or wattman. Values should be between 0.725-0.750 volts

  2. Let monitor or pc go to sleep

  3. Wake it up from sleep

  4. Check gpu voltage again while doing some light work on desktop like browsing, watching youtube or playing with radeon software.

  5. Voltage values spike from 0.725 to 1.193 (max voltage value) and causes higher power consumption, coil whine and higher temps

Expected Behavior:

Gpu voltages should be between 0.725-0.750 after waking monitor or pc from sleep on desktop or some 2D work.

Actual Behavior:

Voltage values spike from 0.725 to 1.193 (max voltage value) while doing some light work on desktop like browsing, watching youtube or playing with radeon software and it causes higher power consumption, coil whine and higher temps.

Exact same graphics card with a very similar issue. My PC keeps crashing because of high temperature or high power usage. Please fix this
