6800xt extremely low gpu usage and clock speeds in fortnite

I recently got a 6800xt and it has been fine in other games such as CS2 and cyberpunk 2077.

However, when I tried playing fortnite my game wouldn't go above 25 fps on the menu and in a game was even worse, often being around 6 fps.

Other people have had similar issues, where their game was performing poorly and not utilising their gpu fully (however at still ~100 fps or greater which is a different issue entirely).

The responses suggested to:

tune in adrenaline software to set minimum clock speeds to 100 below max (have tried but didnt change anything)

disable ulps in msi afterburner (have tried but did not change anything)

disable ftpm in bios if using SAM (have tried but did not work)

try use dx12 (happens on dx11, performance mode and dx12)

turning all ray tracing off in the game files (seems to be a bug that was patched, the issue occurs regardless of game settings)

delete high resolution textures

 

I have also tried:

turning SAM off (did not work)

changing game settings (does not affect it at all)

changing in game fps limit

turning freesync off/on

My specs are:
ryzen 7 5700x3d

16gb 3200 mhz ballistics ram

asrock b450 prom 4

nzxt c850

sapphire rx 6800xt

as you can see here nothing seems to be having issues and my temps are fine other than my gpu not actually clocking/ working.

I fixed it.
Turns out was using DDU wrong and was removing my amd driver instead of old nvidia ones.
After I did that and reinstalled mine it has worked fine.
