60-ish Hz cap when freesync is enabled in fullscreen mode

Hey Guys! 

I've been experiencing strange behavior in games for some time now. When in fullscreen mode my monitor switches up from 165hz to 60-ish hz (vsync is always disabled). Disabling FreeSync or playing in windowed mode seems to solve the issue but its still wierd to see that happen. If you have any idea of what's happening I would be grateful for help. 

I've tried:

- Disabling windows fullscreen optimalization on exe files

- Reinstalling drivers (Minimal and Full install)

- Using different cables (HDMI and DP)

- Monitor factory reset

- Different ports on GPU

 

My specs:

Monitor: iiyama g-master g2770qsu (1440p,165hz) Freesync Premium Pro

GPU: AMD RX 6950 XT

CPU: Intel I5-13600KF

RAM: GOODRAM 16GB 3600hz

MOBO: Gigabyte B760 GAMING X DDR4

PSU: NZXT C1000

If FRTC is enabled, check it has not been reset to 60.

With the recent amd software changes, might be time to do a clean install of drivers?

Ryzen 5 5600x, B550 aorus pro ac, Hyper 212 black, 2 x 16gb F4-3600c16dgtzn kit, NM790 2TB, Nitro+RX6900XT, RM850, Win.10 Pro., LC27G55T..

I have FRTC disbled and I did a clean GPU drivers install with DDU. I've also discovered that with freesync enabled my refresh rate is changing between 142/165hz without any game open. I'll try some more things but I don't know what causes it.
