I installed windows clean a few days ago after getting my x570 back from RMA

The RX 480 is installed at the moment. Driver 20.2.2 WHQL will cause the machine to not enter standby or even let the monitor go off.

I was able to resolve this problem with 20.3.1 which fixed the problem. This caused more than a few grey hairs trying every permutation and combination to isolate and fix the problem.
It seems that the bug surfaced with 20.3.1 so I am now using the driver on Windows Update pending a working driver. The driver on Windows Update is 2017 vintage, and you wonder why I am so cynical.
