I've replaced my old motherboard, cpu, and RAM yesterday in my prebuilt, with an MSI Pro B650-S Motherboard, 7700x, and 2x16 DDR5 Ripjaw 6000mhz ram.
I'm using a DeepCool 240ex rgb as a cooler in a NZXT h510, and a 3060.
I've reattached the cooler, the cpu, replaced it with an old amd cpu cooler and yet it stays at 75-85 on idle. I have no idea what to do other than replacing the cooler.

Can I do anything to improve it, or should I buy a new cooler, and if so what kind of cooler?

The TDP Rating for the Ryzen 7700X is 105 Watts so you will need a strong CPU Cooler to prevent it from overheating past 95c.

According to DeepCool Compatibility chart your 240EX - RGB has a TDP Ratings of 280 watts which is powerful enough from preventing your CPU to run so hot at idle: https://www.deepcool.com/ProductCompatibilityS_New/Default.aspx?id=undefined

So either your CPU Cooler is defective, or it is installed incorrectly, or there is some sort partial blockage in the tubing or pump not working correctly or running at full speed or the Radiator Fans aren't running at Maximum speed when the CPU gets hot.

Other factors could be poor air circulation inside your PC case ( Remove the side panel and see if the CPU average temps are slightly lower), Radiator not installed correctly in your PC,  Ambient Room Temperature is above 85F, Broken PC case fan(s).

I would open a DeepCool Support Warranty Ticket and see if they recommend you RMA your CPU cooler if it is installed correctly.

That is much to high of a temperature while not under load.  You say that you've already tried an old AMD CPU cooler (Like the AMD Wrath cooler?) and it remained high?  Are you using thermal paste?  Did you remove the protective tape that's on the bottom of new CPU coolers?  What is the GPU temperature running at?  Also, what is your ambient temperature near the computer?  

It sounds like the old CPU cooler has a problem with moving the liquid through the radiator.  I would be seriously considering a new CPU AIO cooler.  Your idle temperature should be closer to 45 C.

I have 7700X but thing is for thr 7700X default load temperature that AMD said it is, is from 75 to 95 degress celsius for this gen and type of cpu. Mine is never going above 80 / 85 at most due to having water cooling solution - but again that can wary from 1 AIO to another.

I have an 7900X that runs around 48 C during idle.  I have a 3-fan Corsair AIO in an open Thermaltake case.  

This runs nice and cool.

If this were me, the first thing I would do is reapply thermal paste.

It appears you have done this.

My next step would be ensuring nothing is utilizing the CPU more than it should be at idle using task manager. If it looks normal and usage is only 3% to 7% at idle, I would consider picking up a cooler like the Thermal Right Peerless Assassin or Thermal Right Phantom Spirit, to see if the cooler is dying.
