memory 16gb 3200mhz (profile 1 docp auto settings from bios)
Bios settings PBO enabled and rest auto
Corsair liquid cooling (cooling not an issue my temps are always below 50)
rtx 2060 asus dual
corsair vs650 supply
My ryzen 2600x used to overclock to 4.25ghz automatically (5 years almost). Recently i observed that it is stuck at 3.6ghz with no changes except updating latest bios and chipset drivers for amd.
I tried reverting to and older bios and chipset and bang it worked and auto overclocked to 4.25ghz till shutdown and at next power up it again stuck at 3.6ghz. I upgraded back to latest bios and chipset drivers and still stuck at 3.6ghz
i have tried windows performance and amd power plans but no help.
im using liquid cooling to temps are not an issue here.
Can someone guide me what could be the reason here?

Try disabling Ryzen Master in your startup apps. Something is controlling the frequency. Maybe there is another motherboard app doing it.
i uninstalled ryzen master and cpu is fine now. overclocking to 4.25ghz automatically. latest chipset and bios.
so for me no more ryzen master from now on till i figure out what happened.
I think there are two versions of Ryzen Master, and perhaps you are using the wrong version? I suggest you download and install the Ryzen Master version for 2000 series and lower here.
I have the correct version of Ryzen. The one you shared is for 3000 series and above.
