I finished to build my new pc using the following parts:
Motherboard: MSI B650M GAMING PLUS WIFI mATX
CPU: Ryzen 5 7600x
GPU: XFX RX 7700XT
RAM: T-Create 32GB, 6000mhz, CL30
PSU: NZXT C750
When I try to boot with GPU connected to pcie and PSU cables, nothing happen... Black screen (like nothing is loading). Everything turn on, even GPU fans, but I have no signal at the screen, even if I change HDMI or DP cables from GPU to motherboard. But if I remove the GPU windows boot without problems and work with integrated graphics. I already installed all the drivers.
I tried also using an old nvidia 1070 and it works well.
Trouble shoot done
CMOS clear/reset
set bios default
update bios drivers
update amd drivers
ensuring cables connected properly
using hdmi 2.1 / 2.0
using different dp
using different monitors and different ports
There's anything else I can try before consider GPU as defective card?

That's a tough one. It looks like you did all the trouble shooting I would have recommended. Everything is pointing to a defective card so far. But....
(1) Do you see any LED status lights coming on and then going out on the motherboard during the boot cycle? Specifically, a VGA LED.
(2) Is there another computer that you can try your RX 7700XT in?
(3) Are there events in Windows event manager that point to a video problem following an unsuccessful boot with the RX 7700 XT? Switch back to integrated graphics or the Nvidia 1070 GPU to check for those codes.
(4) With the RX 7700 XT in the PCIe slot and the monitor connected to it, does your system show HD activity (check the HD LED), indicating that it is booting but not providing a display?
After some other "tests" it seems defective.
1) Don't see any lights. It looks like nothing is booting. Though if I try to remove PSU cable but keeping GPU connected to PCIe port, it has red LEDs and Windows boots without problem.
2) I tried in a friend PC and same as me... black screen and nothing booting.
3) I don't see any event related to GPU. How do I check better?
4) Nop no HD activity
Try a different display port.
Or/and resetting the bios and waiting - approx 2-3 minutes (sometimes 5 minutes).
Try: set the pcie link speed to fixed (Pcie 4.0 or pcie 3.0)
Tried to other ports but don't work. Even if I try to connect to motherboard's display port I have the same black screen.

Yes, you set the PCIe speed in the motherboard's BIOS. It should be working with either 3.0 or 4.0 as the setting however, so that likely won't change anything (but it's worth a shot).
I think your RX 7700 XT is dead, given that you tried it in another computer. If it's a new one with a warranty, perhaps you can get a replacement. I don't know why it would not even work at all if it was new in the box. Did you get it second-hand?
To get Windows Event to run, read this. I'm not sure what you would see with a GPU that is failing to produce an image, but try to compare your successful boot with the Nvidia 1070 boot events to the failed boot with your RX 7700 XT.
Apparently GPU wasn't defective... Sellers tested on different station and passed all tests and benchmarks.
Searching again on BIOS I found these options below that I think can effect GPU... Do you think I have to switch some options?
I would try disabling the integrated graphics first.

Unfortunately nope. I asked for a refund and bought a new one (an ASRock 7800xt) and everything booted without problems
Yeah sent mine back and they found out that specific 7700, wouldn’t work with that specific mobo for some odd reason so they changed it out for another 7700 and now it works…
