if i install 7900xtx, ez debug led turns on cpu and dram 

but it's okay with 7800x3d and 4060ti, 1660super, 4070super, 2070

7800x3d, b650m mortar wifi, superflower atx 3.1 1000w gold, crucial ddr5 pro 16 x2, Crucial P310 M.2 NVMe 2TB

what i did to boot : reinstall windows, ddu, amd clear, cmos clear

Try disabling the integrated graphics while in the BIOs settings.  If that doesn't work, look at the speed setting for the PCIe slot (PCIe 4 or PCIe 3).
