I'm assuming you built your system before 2020. That said, it looks like your GPU (the AMD Radeon RX 590 GME) and CPU (AMD Ryzen 7 1700) aren't supported. By the way, here are the system requirements:
Hardware:
AMD 500 Series Motherboards
Select AMD Ryzen 3000 Series CPUs
AMD Ryzen 5000 Series CPUs or later
AMD Radeon RX 5000 Series GPUs or later
Have you thought about upgrading?
Some motherboard makers enabled it for 1st gen, you might want to ask on the msi support forum about it.

I was wondering what the question, "Is it possible to make the AMD SAM available?" actually meant here. I think @thadle was talking about enabling BAR (Smart Access Memory, aka Resizable BAR for AMD) and not asking for @Sam_AMD to chime it. But @Sam_AMD has it right. The early AMD CPU doesn't support it (look for a 3000 series or later), even if the motherboard allows the user to enable BAR in the BIOS. The GPU also does not support Resizable BAR, as @Sam_AMD noted.
