5700X Not Boosting To 4.6ghz Anymore

So recently I reinstalled Windows, and today I noticed my 5700X is not boosting to 4.650ghz like it was before. Is there a possibility that the stock BIOS degraded the CPU within 2 months?

Update. While running Ryzen Master and Cinebench it does peak at 4.649Ghz so I assume the issue is with HWInfo64 and Windows.

I think I figured some of the issue out. The bus clock is not running at 100mhz. Should I be concerned?
