What you're describing isn't an issue; in fact, it's honestly a good thing because you want the game to take full advantage of the GPU rather than the CPU.
Without getting too technical: having the GPU Utilization hovering around 95-99% will ensure that you get the best graphic performance without being held back by the CPU. If you're not able to hit your FPS target and the GPU Utilization is hovering between 85-94%, then that's what people would often describe it as "GPU Limited." In a similar sense, anything below 85% is practically bottlenecked -- again, if you're unable to reach your FPS target -- since the CPU is trying to keep up with how fast the GPU is accomplishing its workload. (In this scenario, this is what is described as "CPU Bound.")
Since CS2 players often play at lower resolutions and in-game settings for competitive reasons, you're going to notice that the game will now become very CPU bound. On the flip side, if you were to play at 4K with ultra settings, then CS2 would lean a lot more on the GPU.
