Before 22.11.2 it would cause game crash or BSOD sometimes. Even on the latest as of now (22.11.2) OpenGL exclusive fullscreen still doesn't always work and the flicker issue is also still there.
@dipak Hi, can you please move this to OpenGL & Vulkan forum ? I have the same issue with exclusive fullscreen starting from 22.7.1 in minecraft and osu.
Dear Devs, in order not to force you to read the links above, I will write briefly: randomly after starting the game (osu or minecraft), the exclusive fullscreen may work correctly, or it may have vsync from dwm (like borderless window). if after start the exclusive fullscreen mode works fine, it can be broken with repeated fast switching between windowed and full-screen modes (F11 in minecraft or alt+enter in osu) or alt+tabs (only osu).
replacing atioglxx.dll in 22.11.2 from 22.6.1 fixes the issue but removes all performance improvements introduced in 22.7.1

in the video you can see "hello world" dwm overlay (https://github.com/rlybasic/DWM_Hook) which should not be visible in applications that use exclusive full screen mode, at the very beginning, when I switch modes slowly, it works correctly, but when i start switching very quickly between windowed and exclusive full screen mode (F11 key) exclusive full screen mode breaks and the dwm overlay becomes visible, this adds a lot of input lag.
instead of an overlay you can use the volume control through the keyboard buttons, volume control should not be visible in full screen mode. win + space layout changer also works.
same issue occurs in osu too, but there the game itself switches between modes often, and exclusive fullscreen breaks at start often, and good input lag is very important there.
if the problem still can't be reproduced, then this should help

As I have been informed, the OpenGL team was able to reproduce the issue (find their comments below) and they are still working on it. Once I get any further update on this, I will notify you.
