6900 XT sitting at 500mhz in BFV

System Specs first:
CPU - 9900K
GPU - RX 6900 XT
RAM - 32GB 3000Mhz DDR4
Storage - 1Tb Nvme
Monitor - Gigabyte M27Q

While in BFV the game sits at 500mhz (or lower) giving me about 70-90FPS until I open up AMD's overlay software, then it jumps to 1700-2000Mhz giving me 150-190FPS, only while the AMD driver software overlay is open.  As soon as I close the AMD software's overlay, clock drops back down to 500 and framerate tanks.

Is there any way to mitigate this or am I stuck until AMD manages to fix this or just continues to ignore the issue, as now my 1080Ti can get more framerate in this game than a 6900 XT which is pathetic.  Not to mention the game crashes upon loading if I even try to use DX12.  This bug alone is making me regret giving AMDs GPU a try in my PC.

Side note: My pc is fully liquid cooled, junction temp barely passes 55-60c.

Edit: Did some manual overclocking and set the Min Frequency (MHz) to 2500Mhz, and that mitigated the issue.  AMD's drivers seem to preference the minimum frequency in BFV and some other games...

Did you report it using the AMD Bug Reporting Tool at the very top right of the Adrenalin 2020 GUI/UI?

Note the Bug Reporting Tool will trawl your PC for Data.

There is no opt out to that.

However it is the only way to report a bug to AMD.

More info here: https://www.amd.com/en/support/kb/faq/amdbrt

You can try email support here as well:
https://www.amd.com/en/support/contact
There is a "Contact Support" button at the bottom of the page.
It points here:
https://www.amd.com/en/support/contact-email-form

They will likely tell you to run the Bug Reporting Tool though.

Thanks.
