5700XT - memory is not downclocking on desktop when 2 monitors connected. It causes GPU fans to exit zero RPM mode from time to time.
What can I do to fix this? Are there plans to fix this?

It's a known bug with multimonitor setup and high refresh monitors.
Only current solution is putting both monitors to the same refresh rate (120 hz if your monitor is 144hz) and resolution.
