Stuttering not caused by fTPM

Hi folks,

I've been having this trouble for months, I'm getting constant stuttering on demanding games every few minutes, sometimes small and barely noticeable and sometimes worse and freezing up for a second or two. Audio continues which makes me think it is not the fTPM issue. Examples https://imgur.com/a/N9cB1e0 + https://imgur.com/a/aKA5oDV

it seems to happen only in demanding games and not in general use like using Google etc.

I have tried so many things -  changing all display settings, V-Sync, G-Sync etc. tried reinstalling windows and updating to windows 11, disabled fTPM and PCIE 4, reinstalled all drivers with DDU. Temperatures are OK and definitely not throttling.

I'm thinking it may actually be a hardware issue related to the CPU or motherboard. I'm not sure whether to try and return it or not as it's difficult where I live.

Here are my specs

GPU: GTX 3060 Ti

CPU: RYZEN 5 5600X

Motherboard: Gigabyte Aorus Elite AX V2

BIOS Version: F16a

RAM: 16GB CORSAIR VENGEANCE RGB PRO 3600MHZ CL18

PSU: Corsair 850W 80+ Gold

Case: AeroCool AirHawk Duo ARGB Mesh Gaming Case

Operating System & Version: WINDOWS 10 PRO 19044

Many thanks for any help and advice
