I recently bought a Sapphire Nitro+ RX 7700XT, I was supposed to get a code along with it to redeem the game Starfield from AMD but I didn't get any code for it in the box or on my mail or anywhere, is there any way to get the code?

The promotion is still active? some times promotion have an expiration date, or if you purchase the product before the lunch of the promotion you do not get that code.

I tried to claim it, I was waiting for emails from Sapphire and the reseller, I got mail from sapphire but reseller didn't respond.

Don't understand why you would contact Sapphire, only a participating retailer could supply the coupon code.

And it is too late now, the claim period has ended.
